中国经济的飞速发展、综合国力和国际地位的不断提升,与国外的政治、经济、文化交流日益频繁,国际社会对汉语学习的需求正在迅猛增长。中国政府面对新的形势和机遇,加强了与世界各国在语言文化教育领域的交流与合作,采取了各项积极措施,向国外提供各种优质的语言文化教学资源,以回应中国经济腾飞所带来的越来越强烈的汉语学习的需求,并籍此增进中华文化与世界各民族文化的相互理解,为世界变得更加和谐美好而积极努力。
据有关国际统计机构提供的资料,目前在国外使用和学习汉语的人数已近一亿人,有约100个国家在各级各类的教学机构内教授中文课程。相对于国外汉语教学的快速发展和学习汉语人数的急剧增加,各国汉语教师严重匮乏,许多国家纷纷向我国提出了派遣汉语教师的强烈要求。
针对世界上出现的对中国汉语教师的大量需求,鉴于我国现有的对外汉语教师的数量又非常有限,经过周密计划和充分论证,中国国家对外汉语教学领导小组办公室(以下简称“国家汉办”)特制定了“国际汉语教师中国志愿者计划”。这是中国第一个全国范围内的大规模派遣志愿者到世界各国从事汉语教学工作的计划,该项计划得到了中国国家对外汉语教学领导小组和教育部的高度重视和支持,是中国国家对外汉语教学领导小组《“汉语桥”工程》的一个重要组成部分,是为适应当前世界汉语教学蓬勃发展的需要,利用我国作为母语国汉语人才资源丰富的优势,采取的向世界有需求国家提供汉语师资的一项新的举措。
实施“国际汉语教师中国志愿者计划”的宗旨是:通过有一定汉语教学水平的中国公民,发扬奉献精神,走出国门,在世界有需要的地方承担汉语教学的任务,促进汉语和中国文化在国外的传播,加深中国人民与世界各国人民之间的相互了解、发展友谊、促进交流。
经中国教育部批准,“国际汉语教师中国志愿者计划”于2004年3月26日起正式实施。
《“国际汉语教师中国志愿者计划”实施办法》(简称《实施办法》)按照自愿报名、择优录取、强化培训、签约派出的原则,对国际汉语教师中国志愿者的招募条件、申请方式、遴选、培训、待遇、表彰等作了明确的规定。
为保证此计划的长期、健康、有序的开展,国家汉办设立“国际汉语教师中国志愿者中心”(简称“志愿者中心”),负责国际汉语教师中国志愿者工作的招募、遴选、培训、派出、签约、咨询、经费支付以及日常管理等具体事务。国家汉办为开展国际汉语教师中国志愿者活动还设计制作了徽标、荣誉证书和志愿者手册等。
《实施办法》规定了申请国际汉语教师中国志愿者(简称“志愿者”)的条件:具有中国国籍,身心健康,年龄在65岁以下;有奉献精神、热爱对外汉语教学事业,热心志愿者服务活动,志愿到国外从事汉语教学工作;品行端正,无犯罪、记过处分纪录;具有专业为对外汉语、中文、历史、哲学、教育学、外语、政治学、心理学、法学、社会学等相关专业的大专以上学历;退休大学中文教师;具有大专以上学历的中、小学退休语文教师;汉语普通话标准。
志愿者由志愿者中心向社会公开招募,符合申请条件的中国公民可以通过国家汉办网站(www.hanban.edu.cn)在网上注册报名,亦可从网上下载《国际汉语教师中国志愿者注册申请表》,按要求填写后同其他补充材料一并递交至志愿者中心。
志愿者中心对招募的志愿者进行择优录取,并对录取的志愿者进行业务和外事方面的强化培训。
志愿者中心与确定派出国外服务的志愿者根据国家相关法律法规签订志愿服务协议,明确双方的权利与义务,并依据协议确定志愿者在国外服务期间的任务、服务期限、服务期间的待遇以及其他相关问题。
志愿者中心对以推广汉语和弘扬中华优秀文化为己任、不畏艰苦、不计报酬、乐于奉献的志愿者采取多种方式予以表彰。
2003年,作为试点,国家汉办在派遣志愿者工作方面做了一些有益的尝试。已分别向泰国、菲律宾派遣了40余名志愿者,在当地产生了积极而强烈的反响,为今后全面实施该计划积累了经验。志愿者以其出色的表现,给两国人民留下了美好的印象,被当地老师和学生称为来自中国的“天使”。
随着此计划的进一步开展,中国国家汉办将根据需要向世界上更多的国家派遣志愿者,逐步扩大志愿者派遣的规模。
为使该项计划得到有效的实施,国家汉办愿意与各国的政府教育部门、教育机构、社团组织、汉语教师团体等建立合作关系。
Volunteer Program for International Chinese Teachers

China has gained a rapid development both socially and economically. As it participates in more and more regional and global affairs, China has developed increasingly extensive exchange with other countries, which produces a rapid increase in demand of learning Chinese. The Chinese language,which has been part of China’s rich history and culture, is becoming considered as a useful and valuable language, now playing an increasingly important role on the global stage and forges a bridge for the world to approach and understand China.
According to the related statistics, there are approximately 100 million people outside of China using and learning Chinese. Many kinds of educational institutes in about 100 countries open the course of Chinese and more and more middle schools and primary schools are including Chinese in their teaching plan. There emerges more and more institutes of Chinese teaching. Chinese Teaching develops rapidly in foreign countries with drastic increase in the number of people learning Chinese. However, due to the limited number of teachers of Chinese, they are not able to meet the demand. Therefore, many countries request China to dispatch teachers of Chinese to teach in their countries. As the native land of Chinese, we have the obligation and responsibility to strengthen the exchange and cooperation with the world in linguistic and cultural education.
Facing the large demand of Chinese teachers of Chinese in the world, China National Office for Teaching Chinese as a Foreign Language (hereinafter referred as “NOCFL”), after careful planning and complete substantiation, formulates ‘Chinese Volunteer Program for Teachers of Chinese as a Foreign Language’ which gains highly attention and support from Ministry of Education since it is the first national program to dispatch volunteers to foreign countries to teach Chinese. As a very important part of ‘Project of Chinese Bridge’ of the NOCFL, Chinese Volunteer Program for Teachers of Chinese As a Foreign Language is one of the new efforts adopted by the NOCFL to keep up with the prosperous development of teaching Chinese in the world and provide teachers of Chinese to countries in need by utilizing the rich resources of teachers of Chinese.
The program aims at promoting Chinese and its culture abroad and improving its teaching in the world as well as strengthening mutual understanding, friendship and exchange between China and other countries, by which Chinese people will works together with the world to create a more splendid and bright future for human beings.
Authorized by Ministry of Education, “Volunteer Program for International Chinese Teachers” begins to be implemented from March 26th, 2004.
“The Implementation Guidelines for Volunteer Program for International Chinese Teachers”(Guideline) is a detailed description and stipulation of how to implement Chinese Volunteer Program for Teachers of Chinese As a Foreign Language. Under the principles of at-will application, selective recruitment, intensive training and contractual dispatch, the ‘Guidelines’ gives the clear stipulation on recruitment requirements, how to apply, selection, training, benefits, award and praise for Chinese volunteers as the teachers of Chinese as a Foreign Language.
Meanwhile, the NOCFL particularly sets up Center for Chinese Volunteers of Teachers of Chinese as a Foreign Language (hereinafter referred as “Volunteer Center” ) to insure a long-term, healthy and orderly development of this program. The Center takes charge of all matters related to Chinese volunteers for teachers of Chinese as a Foreign Language, such as recruitment, selection, training, dispatch contracting, consultation, expense payment and other daily management. The NOCFL also designed logo, honorary certificate and volunteer brochures for the Program.
The Guidelines stipulates the following requirements to apply for Chinese volunteers of teachers of Chinese as a Foreign Language: up to 65-year-old Chinese citizens with excellent health; devoted to and loving teaching of Chinese as a foreign language; enthusiastic in the volunteer activities; voluntary to teach Chinese in foreign countries; good standing without criminal and/or infraction record; associate degree or above in teaching Chinese as a Foreign Language, Chinese, history, philosophy, education, foreign languages, political science, psychology, laws, or social science; retired university teachers of Chinese; retired Chinese teachers with associate degree or above from high schools or primary schools; standard mandarin.
Volunteers will be recruited from the society. Chinese citizens who meet the requirements can apply on-line through the NOCFL’s website(www.hanban.edu.cn).The applicants can also download “The application form for Chinese volunteers of teachers of Chinese as a Foreign language ”and deliver the completed form to the Center together with the supporting documents.
The Center will select and recruit from the applicants. The newly recruited volunteer will receive intensive training on assignment and foreign affairs.
The Center will sign the volunteer service agreement with the volunteer who is chosen to be dispatched abroad under the national applicable laws and stipulations to define both parties’ rights and obligation. Both parties will define the assignment, terms of service, treatment and benefit, and other related issues during the service term according to the agreement.
The Center will give various awards and praise to the responsible and diligent volunteers who are devoted to promoting Chinese and Chinese culture with their good performance.
It bears great influence to develop the volunteer activities of Chinese volunteers of teachers of Chinese as a Foreign language to teach in the world, as it will help set up a peaceful and responsible international image of China as a power state in the world. Through those activities, the world can have a thorough and non-judgmental understanding and learning of China, Chinese language and culture so as to promote the friendship and exchange between countries.
In 2003, the NOCFL dispatched some volunteers as a trial. More than 40 volunteer were sent to Thailand and Philippine, producing positive and strong response from the local people. Through this trial, experiences are accumulated for the final and complete implementation of the program. Volunteers, with their excellent performance, represented a beautiful image among the local people and were called as the “Angels from China” by the local teachers and students.
With the further development of this program, the NOCFL will send more volunteers to more countries in need and gradually enlarge the volunteer dispatching scale.
The NOCFL is willing to enter the cooperation with the government educational sectors, organizations, institutes and associations of Teachers of Chinese in all the countries to implement the program
